Overview

Expression of Interest for submission of Proposal to undertake the Skill Training Project

Objective of Eol:
The main objective of this Eol is to:

  1. To attract proposals from professional skill training providers to organize short term skill training programs and to empanel them as Training Provider with RLSDC.
  2. Provide Industry-relevant skill training to unemployed and underemployed youth o f the State.
  3. Create job opportunities for all (youth, women and disadvantaged groups).
  4. Enhance a n individual's employability to adapt to changing technologies and labor market demands.
  5. Any agency may apply under any one category only broadly categorized a s Category A (A1 & A2) or Category B (B) as per its choice and eligibility.
  6. Target allocation for Category-A and B will be i n 80:20 ratio o f Total target respectively.

The responsibility of the Training Partner will be as below:

  • Ensuring provision of the minimum hardware / tools and equipment prescribed for each Module as per NSQF a t the training center, without which implementation o f training program shall not b e allowed by the RSLDC.
  • Establishing placement tie-ups for trained youth i n reputed organizations/ industries, as applicable.
  • Identification and mobilization of candidates will be the sole responsibility of applicant after selection though RSLDC, may assist them in the process, as required or as requested.
  • Screening and induction of mobilized candidates in the appropriate trade as per the individual's interest, aptitude and eligibility must be followed keeping the selection in line with the minimum eligibility criteria as specified in the NSQF aligned courses/ RSLDC courses. Without this third party assessment/Internal assessment shall not be possible and the candidates shall be treated as dropouts.
  • The applicant agrees to conduct the counselling of candidates i n consensus with representative from RSLDC, Principal-IT and District Employment Officer followed by an aptitude test, for final creation of the batch at any of the SDC, as and when directed by RSLDC.
  • Imparting skill training in strict adherence to the latest version of model curriculum and job roles / trades as prescribed under NSQF/NSDC/NQR/RSLDC.
  • Structuring the required training inputs including training material, content and curriculum, training infrastructure, assessment methodology etc., as prescribed by RSLDC. For RSLDC approved courses trainee handbook and trainer guidebook will have to be procured from RSLDC.
  • Ensuring quality of skill training as per the set standards and specifications of RSLDC.
  • Coordinating with potential employers and industrial networking for market relevant placement opportunities of trained youth (as applicable).
  • Preparing the candidates for third party/Internal assessment and certification aswell a s cooperating with the RSLDC and the Assessment Agencies for the same.
  • Ensuring on-the-job-training (0JT) /Internship for the candidates, as applicable.
  • Making the data available for random audit during training, placement and post placement as and when required by RSLDC.
  • Post placement counselling and tracking of placed youth (As applicable).
  • Installing IRIS/Aadhar Enabled Bio Metric Attendance (AEBAS) and IP Camera at the training Centre.
  • Applicant agrees to share and submit any other documentation/support as per RSLDC guidelines/circulars/orders/directions.

Eligibility Criteria

  1. The Agency should be a registered Proprietorship/Partnership Firm/Private Limited Company/Public Limited Company/ Society/Trust/Association/ Government institutions/ Public Sector Units/Universities/Higher educational institutes including technical and professional institutes having affiliation or recognition of relevant Board or Council and submit Covering letter as per Annexure-1 and applicant details with relevant documents as per Annexure-2.
  2. All the agencies mentioned above should have been active and operational anywhere i n the country continuously for the last three years; on the date of application. There shall be two (02) broad categories, under which an agency may submit an application i n only one category.
  • Category-A:
    • This category is further divided in two sub categories. Category A (1) and Category A (2).
    • In Category A (1)- The agencies working in the skilling sector and meeting eligibility criteria detailed in following sub para (b) can apply.
    • In Category A (2) - The agencies working i n the non-skilling sector and meeting eligibility criteria detailed i n following sub para (bb) can apply.
  • Category-B:
    • The agencies working in the skilling sector and meeting eligibility criteria detailed in following sub para (bbb) can apply.

a. Preference will be given to the applicants:

  1. That have self-owned and pre-established skill development center.
  2. That are ready to undertake skill training for allotted targets at allotted districts in new courses like Green Energy, Drone technology/Assembly, Artificial Intelligence, Big Data Analytics, Future prime courses etc. and/or the courses that. emphasize on traditional heritage of Rajasthan.
  3. The agencies who have registered office in Rajasthan will be given preference in selection.
  4. Priority in selection and target allotment will be given t o agencies applied in skill category.

Eligibility Criteria for respective categories-
b. For Category-A(1) Agencies already operating in the skill development field:

Applicant agency should have Average Annual Turnover from skill development and placement linked programs i n any three consecutive financial years (2021-22, 2022-23, 2023-24; and 2024-25, if available) as mentioned under-

Besides the financial eligibility criteria, applicant shall have to submit-

  • Details of skill development centers located in the State/UT of India, which are functional/ operational for more than 0 3 years as per Annexure-4.
Cat-1 (RAJKViK) - 05 Skill Development Centers
Cat-2 (SAKSHAM) - 03 Skill Development Centers
Cat-3 (SAMARTH) - 02 Skill Development Centers
  • Details of youths trained and placed in last three (03) years (2022-23, 2023-24 and 2024-25) as per Annexure-5.
Cat-1 (RAJKViK) - At-least 750 candidates that have successfully completed the trainings through the above-mentioned training centers and have provided placement to at-least 500 youth.
Cat-2 (SAKSHAM) - At-least 500 candidates that have successfully completed the trainings through the above-mentioned training centers and have provided placement to at-least 350 youth.
Cat-3 (SAMARTH) - At-least 250 candidates that have successfully completed the trainings through the above-mentioned training centers and have provided placement to at-least 175 youth

bb. For Category-A(2) Agencies not presently working i n Skill Development
Applicant agency should have average annual turnover from other
business activities and positive net worth in any three consecutive
financial years (2021-22, 2022-23, 2023-24, and 2024-25, if available) as
mentioned under-

  • Experience in execution of projects in relevant industry with any
    Ministry/ State Govt./ Central Govt./ UT administration/ Semi-Govt.
    Organization/PSU/ Reputed Private Limited Company / MNC or in
    any CSR activities):
Cat-1 (RAJKViK) - Minimum 01 Project
Cat-2 (SAKSHAM) - Minimum 01 Project
Cat-3 (SAMARTH) - Minimum 01 Project
  • Total Value o f the projects completed in last three (03) financial years (2022-23, 2023-24 and 2024-25):
Cat-1 (RAJKViK) - Total value of the projects should be minimum 1 Cr
Cat-2 (SAKSHAM) - Total value of the projects should be minimum 0.50 Cr.
Cat-3 (SAMARTH) - Total value of the project should be minimum 0.25 Cr

bbb. For Category-B Agencies working i n Skill development domain: Applicant agency should have Average Annual Turnover from skill development and placement linked programs in any three consecutive financial years (2021-22, 2022-23, 2023-24, and 2024-25, if available) as mentioned under-

Besides the financial eligibility criteria, applicant shall have to submit-

  • Details of skill development centers located in the State/UT of India which are functional/ operational for more than 01 year as per Annexure-4.
Cat-1 (RAJKViK) - Minimum 01 SDC
Cat-2 (SAKSHAM) - Minimum 01 SDC
Cat-3 (SAMARTH) - Minimum 01 SDC
  • Details of youths trained and placed in last three (03) years (2022-23, 2023-24 and 2024-25) as per Annexure-5.
Cat-1 (RAJKViK) - At-least 200 candidates that have successfully completed the trainings through the above-mentioned training centers and have provided placement to at-least 50 youth.
Cat-2 (SAKSHAM) - At-least 100 candidates that have successfully completed the trainings through the above-mentioned training centers and have provided placement to at-least 50 youth.
Cat-3 (SAMARTH) - At-least 100 candidates that have successfully completed the trainings through the above-mentioned training centers and have provided placement to at-least 175 youth
