Expression of Interest (EoI) for submission of proposals under Deen Dayal Upadhyaya Grameen Kaushalya Yojana for Roshni and Aspirational Districts under DDU-GKY 2.O

The Office of the Development Commissioner, Chhattisgarh State Rural Livelihood Mission (CGSRLM – Bihan), has issued an Expression of Interest (EoI) for implementation of projects under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY 2.0) specifically for Roshni and Aspirational Districts in Chhattisgarh for FY 2026–28.

The EoI invites proposals from eligible Project Implementing Agencies (PIAs) for:

  • Skill training and placement of 7,020 candidates
  • Including 351 candidates under the Persons with Disabilities (PWD) category.

Key Features of the Tender

  • Training must be:
    • Fully residential
    • Duration between 3 to 6 months
  • Projects are focused on Roshni and Aspirational districts including:
    • Balrampur
    • Kanker
    • Kondagaon
    • Bastar
    • Narayanpur
    • Dantewada
    • Sukma
    • Bijapur
    • Korba
    • Rajnandgaon
    • Mahasamund
  • Selected PIAs must:
    • Start training by 31 October 2026
    • Complete training by 31 December 2027
    • Ensure placement/self-employment by 31 March 2028.

Application Fees

  • Initial Screening Fee: ₹29,500 (including GST)
  • Qualitative Appraisal Fee: ₹1,47,500 (including GST) for shortlisted PIAs.

Security Requirement

Selected PIAs are required to submit a Bank Guarantee equal to 10% of the total project cost.

Eligibility Criteria

To apply under this EoI, the applicant organization must satisfy the following conditions:

Organizational Eligibility

The entity must be:

  • Registered under:
    • Indian Trust Act
    • Society Registration Act
    • Cooperative Societies Act
    • Companies Act 2013
    • LLP Act 2008
    • SHGs/Federations
  • A Government or Semi-Government organization at State/National level
  • NGOs must be registered on NITI Aayog Darpan Portal
  • Minimum 3 years old at the time of application

Categories of Eligible PIAs

The following categories are permitted:

  1. Priority A – Captive Employers
  2. Priority B – Existing DDU-GKY PIAs with more than 50% placement
  3. Priority C – New Skilling Agencies
  4. Priority D – DPIIT-recognized Startups for Skilling

Mandatory Conditions

  • Agencies must generate a fresh PRN on the DDU-GKY portal for DDU-GKY 2.0 application.
  • Consortium applications are not allowed.
  • Agencies must comply with DDU-GKY 2.0 Guidelines and SOPs.

Disqualification Conditions

The following are not eligible:

  • PIAs with recovery proceedings
  • Agencies with less than 50% placement performance
  • Blacklisted agencies
  • Sister concerns/subsidiaries of defaulting agencies
  • Agencies whose directors were involved in defaulting PIAs.
