Expression of Interest (EOI) for Empanelment of Project Implementing Agencies (PIAs) under DDU-GKY 2.0

Tamil Nadu Corporation for Development of Women (TNCDW), under the Department of Rural Development and Panchayat Raj, Government of Tamil Nadu, has invited Expressions of Interest from eligible Project Implementing Agencies (PIAs) for implementation of skill development and placement-linked training projects under the DDU-GKY 2.0 programme for the financial years 2026–27 and 2027–28.

The project aims to skill approximately 45,000 rural youth, out of which nearly 20% (9,000 candidates) are proposed under the Captive Employment category.

The selected PIAs will be responsible for:

  • Mobilization and counselling of rural youth
  • Conducting sector-based skill training
  • Certification and assessment
  • Placement of trained candidates
  • Post-placement tracking and support
  • Compliance with DDU-GKY 2.0 guidelines and SOPs

Training sectors include:

  • Apparel
  • Automotive
  • Beauty & Wellness
  • Capital Goods
  • Electronics
  • Green Jobs
  • Healthcare
  • Iron & Steel
  • IT-ITES
  • Logistics
  • Retail
  • Tourism & Hospitality

The programme covers districts across North, South, West, and Central Tamil Nadu regions.

The training duration shall range from:

  • Minimum 3 months (576 hours)
  • Up to 6 months depending on course requirements.

Placement obligations include:

  • Minimum 70% placement
  • Minimum 50% wage employment
  • Salary benchmarks:
    • ₹10,000/month for 3-month courses
    • ₹15,000/month for 6-month courses
    • ₹25,000/month for overseas placements.

Eligibility Criteria

Eligibility Criteria for PIAs

1. Legal Eligibility

The applicant organization must be one of the following:

  • Registered Trust
  • Society
  • Cooperative Society
  • Company under Companies Act 2013
  • LLP registered under LLP Act 2008
  • SHG Federations (Cluster/Block level)
  • Government or Semi-Government organization
  • NGO registered with NITI Aayog Darpan Portal
  • Organization older than 3 years (except DPIIT-recognized startups).

2. Eligible Categories of PIAs

Applicants can apply under any of these categories:

  1. Captive Employers
  2. Existing DDU-GKY experienced PIAs with >50% placement track record
  3. Fresh skill agencies without prior DDU-GKY experience
  4. DPIIT-recognized startups in skilling sector.

3. Disqualification / Ineligibility Conditions

The following are not eligible:

  • PIAs with ongoing DDU-GKY recovery proceedings
  • PIAs failing to place 50% candidates as of 31.03.2026
  • Agencies associated with defaulting PIAs
  • Blacklisted skill agencies
  • Consortium applications.

4. Technical & Operational Requirements

The applicant must:

  • Follow DDU-GKY 2.0 Guidelines and SOPs
  • Have qualified trainers with valid SSC ToT certification
  • Ensure CCTV-enabled training centres integrated with TNSRLM monitoring system
  • Meet category-wise social inclusion targets:
    • SC – 25%
    • ST – 2%
    • Women – 39%
    • PwD – 4%
  • Ensure minimum 70% placement outcome
  • Operate training centres in rural Tamil Nadu regions.
