???? Purpose of the Tender

The tender invites Expression of Interest (EOI) from eligible agencies for:

  • Submission of project proposals under DDU-GKY 2.0 (Deen Dayal Upadhyaya Grameen Kaushalya Yojana)
  • Implementation of skill development and placement-linked training programs
  • Target beneficiaries: rural poor youth

  • Regular Project Implementing Agencies (PIAs)
  • Captive PIAs (organizations training candidates for their own workforce needs)

 

???? Scope of Work

Selected PIAs will be responsible for:

  • Mobilization of rural youth
  • Skill training aligned with industry standards
  • Certification and assessment
  • Placement of trained candidates
  • Post-placement support

This tender falls under DDU-GKY 2.0, a flagship rural skilling initiative aimed at:

Eligibility Criteria

Pre-Qualification Criteria (PQ)

  • Applicant must be a legally registered entity:
    • Company / Trust / Society / LLP
  • Must have valid:
    • Registration certificate
    • PAN, GST (if applicable)

2. ???? Relevant Experience

  • Prior experience in:
    • Skill development / vocational training
    • Government-funded schemes (preferably DDU-GKY / NRLM / similar)
  • Proven track record of:
    • Training delivery
    • Candidate placement

3. ???? Financial Capacity

  • Minimum average annual turnover (typically defined in EOI—often ₹1–5 crore range depending on scale)
  • Positive net worth (in most cases)
  • Submission of:
    • Audited financial statements (last 3 years)

4. ????‍???? Training Infrastructure

  • Availability of:
    • Training centers (owned / leased)
    • Classrooms, labs, equipment as per sector norms
  • Must meet DDU-GKY infrastructure standards

5. ????‍???? Placement Capability

  • Demonstrated ability to:
    • Provide placement-linked training
    • Achieve minimum placement percentages (as per scheme guidelines)

6. ???? Compliance & Certifications

  • Must not be:
    • Blacklisted by any government agency
  • Required declarations:
    • Self-certification of non-blacklisting
    • No pending legal/financial disputes (material cases)

7. ???? Sector Alignment

  • Proposed training must align with:
    • Approved DDU-GKY job roles / sectors
    • Industry demand

8. ???? For Captive PIAs (if applicable)

  • Must demonstrate:
    • Internal employment capacity
    • Commitment to absorb trained candidates
