Overview

Empanelment of Training Partners to implement employment linked Domain Skill Development Program for Person with Disability (PwD) Differently abled/ Divyangian and Transgender candidates within the overall framework of Bihar Sk ill Development Mission

The Bihar Skill Development Mission (BSDM), under the Department of Youth, Employment and Skill Development, Government of Bihar, invites proposals for the empanelment of Training Partners (TPs) to implement an employment-linked Domain Skill Development Program for Persons with Disabilities (PwD), Divyangjan, and Transgender candidates across the state of Bihar.

This initiative aims to create an inclusive and structured skill development ecosystem by providing industry-relevant training aligned with Sector Skill Councils (SSC) and National Skill Qualification Framework (NSQF) standards, ultimately leading to sustainable livelihood opportunities for marginalized groups.

Scope of Work

The selected Training Partners will be responsible for end-to-end implementation of the skill development program, including:

  • Mobilization, counseling, and registration of eligible candidates
  • Establishment and management of training centers
  • Delivery of domain-specific skill training as per approved curriculum
  • Conduct of assessments and certification
  • Ensuring placement of trained candidates with minimum wage compliance
  • Post-placement tracking and reporting

Key Objectives

  • Enhance employability of PwD and Transgender candidates
  • Provide industry-linked, market-driven skill training
  • Strengthen placement-oriented skilling ecosystem in Bihar
  • Ensure standardized training delivery and monitoring through BSDM framework

Eligibility & Selection

Reputed organizations with proven experience in skill training and placement under government or private initiatives are eligible to apply. The selection will be based on:

  • Technical evaluation of organizational capacity and past performance
  • Placement track record and industry linkages
  • Financial strength and operational capability
  • Technical presentation and demonstration of readiness

Only applicants scoring the prescribed minimum marks in technical evaluation will be considered for empanelment.

Tender Process

  • The RFP follows a Single Bid System (no financial bid)
  • Proposals must be submitted online through the Bihar e-procurement portal
  • Empanelment does not guarantee allocation of work; targets will be assigned based on performance and departmental requirements

Duration

The empanelment will be valid for three years, subject to periodic performance evaluation.

Compliance & Governance

The tender is governed by:

  • Bihar Financial Rules (as amended)
  • State Purchase Preference Policy
  • IT Act 2000 for e-procurement

BSDM reserves the right to modify, cancel, or amend the tender process at any stage without assigning any reason.

Eligibility Criteria

1. Eligibility Criteria (Mandatory Qualification)

Applicants must meet all the following conditions to qualify:

A. Organizational Eligibility

  • Must be registered for at least 3 years (as on 31.12.2025)
  • Allowed entity types:
    • Proprietorship / Partnership
    • Trust / Society
    • Pvt. Ltd. / Public Ltd. Company
    • Govt./Private Educational Institutions (Engineering, Polytechnic, Nursing, etc.)
  • Consortium / JV is NOT allowed

B. Financial Strength

  • Minimum Average Annual Turnover: ₹50 Lakhs (FY 2022–23, 2023–24, 2024–25)
  • Minimum Net Worth: ₹25 Lakhs (as on 31.03.2025)
  • Must submit Audited Financials + CA Certificate (with UDIN)

C. Placement Track Record

  • Minimum 500 candidates placed in last 3 financial years
  • Must provide:
    • Candidate MIS (name, contact, employer details)
    • Self-certification (Annexure II)

D. Relevant Experience

  • At least 3 completed government skill training projects
  • Each project must have:
    • Minimum 300 candidates target
    • Awarded on or after 01.03.2023
  • Required documents:
    • Work Orders / Agreements
    • Completion Certificates
    • CA Certificate (Annexure III)

E. Industry Linkages (Critical Requirement)

  • Letter of Intent (LoI) from employers/industry
  • Minimum 300 candidate placement commitment per sector
  • LoI must include:
    • Company contact details (email, phone, website)
  • Invalid LoI → Direct rejection

F. Compliance Requirements

  • Notarized affidavit:
    • Not blacklisted/debarred by any Govt./SSDM
  • Submission of:
    • Sector & Job Role preferences (Annexure VI)

2. Technical Evaluation (Total: 100 Marks)

Only eligible applicants are evaluated. Minimum qualifying score = 70 marks.

2. Average Turnover 10 >₹200L = 10, ₹100–200L = 7, ₹50–100L = 5
3. Net Worth 10 >₹150L = 10, ₹75–150L = 7, ₹25–75L = 5
4. Placement Performance 10 >2000 = 10, 1000–2000 = 7, 500–1000 = 5
5. Industry LoI Strength 20 >1000 = 20, 600–1000 = 15, 300–600 = 10
6. Govt. Project Experience 20 ≥10 projects = 20, 5–10 = 10, 3–5 = 5
7. Technical Presentation 20 Based on capability, plan, and execution

3. Technical Presentation (Critical Stage)

Shortlisted bidders must present:

  • Organization profile & experience
  • Understanding of Bihar context
  • Mobilization & training strategy
  • Placement plan & industry tie-ups
  • Sector/job role expertise
  • Past performance

4. Qualification & Selection Logic

  • Minimum 70/100 marks required for qualification
  • Qualification ≠ guaranteed empanelment or work allocation
  • Final selection depends on:
    • Technical score
    • LoI strength
    • Department-level presentation
    • Sector demand

5. Important Disqualification Triggers

  • Fake / unverifiable documents
  • Weak or invalid LoIs
  • Ongoing legal/disciplinary issues
  • Non-compliance with eligibility criteria
