Providers for Conducting Industry Ready Future Skills Training Program

The Karnataka Minorities Development Corporation Ltd. (KMDCL), Government of Karnataka, invites bids for the appointment of Training Providers to implement an Industry-Ready Future Skills Training Program in the IT/ITeS sector for minority students.

This initiative is designed to enhance the technical competencies, employability, and entrepreneurial capabilities of candidates belonging to minority communities who are currently in the final semester of B.Tech, B.E, M.Sc, and MCA programs.

The selected training provider (Project Implementation Agency) will be responsible for delivering a comprehensive, residential training program in Bengaluru, covering approximately 300 candidates over a duration of 400 hours (around 3 months).

The program focuses on advanced and emerging technologies, including:

  • Artificial Intelligence & Machine Learning
  • Cloud Computing
  • Cyber Security
  • Data Analytics & Data Visualization (Power BI)
  • AI Productivity Tools
  • Apple Technical & Professional Certification

In addition to technical training, the curriculum must include:

  • Soft skills and aptitude training
  • Career guidance
  • Industry-aligned project work
  • Project documentation

The training is to be conducted in a classroom-based, residential format, including boarding, lodging, and necessary infrastructure, with strict adherence to industry standards and safety requirements. Assessment and certification will be carried out by C-DAC, ensuring quality and standardization.

Bidders will be evaluated under the Quality and Cost Based Selection (QCBS) method with an 80:20 weightage for technical and financial proposals, respectively.

The selected agency will be responsible for:

  • Candidate mobilization and registration
  • Training delivery and infrastructure
  • Residential arrangements (food & accommodation)
  • Assessment coordination and certification
  • Placement support for trainees

Eligibility Criteria

Pre-Qualification Criteria

The bidder must meet the following mandatory eligibility requirements to qualify for participation in the tender process:

1. Legal Status & Registration

  • The bidder must be a Partnership Firm / Private Limited / Public Limited Company registered under the relevant Act.
  • The bidder must have a registered office in Karnataka.

2. Statutory Compliance

  • The bidder must possess:
    • Valid GST Registration Certificate
    • Permanent Account Number (PAN)
      (Copies must be submitted)

3. Financial Capacity

  • The bidder must have a minimum average annual turnover of ₹850 lakhs during the last three financial years:
    • 2022–23
    • 2023–24
    • 2024–25
  • Supporting documents required:
    • Audited Financial Statements (P&L, Balance Sheet)
    • CA-certified turnover certificate with UDIN
    • Income Tax Returns (ITR)

4. Relevant Experience

  • The bidder must have trained at least 250 candidates in Karnataka in future skill courses (e.g., AI/ML, Cyber Security, Cloud Computing, IoT)
  • This experience must be from Government-sponsored skill projects in at least 2 of the last 3 years (2023–24, 2024–25, 2025–26)
  • Required documents:
    • Work Orders
    • Course Completion Certificates from the concerned authority

5. Skill Development Registration

  • The bidder must be registered with:
    • Skill India Digital Hub (SIDH) or
    • Karnataka Skill Development Corporation (KSDC)
  • Must have at least 5 registered Training Centers (TCs) in Karnataka
  • Supporting registration/affiliation documents required

6. Technology Partnership

  • The bidder must be a technology partner of a Central Government Research & Development organization involved in future skills training
  • Relevant certification/authorization letter must be submitted

7. Infrastructure & Residential Training Experience

  • The bidder must have executed at least two skill development projects in the last three years involving:
    • Classroom training
    • Hostel facilities
    • Food & accommodation
    • Minimum 250 candidates per project
  • Applicable for projects under Government of Karnataka / Government of India / Skill India initiatives
  • Required documents:
    • Work Orders / Completion Certificates
    • MoU with PG/Hostel facilities

8. Blacklisting Status

  • The bidder must not be blacklisted by any Government (Central/State/PSU) organization
  • A self-declaration on company letterhead (notarized) must be submitted

9. Technical Presentation

  • The bidder must present:
    • Training methodology
    • Curriculum design
    • Hands-on project approach
    • Available infrastructure
  • Evaluation will be conducted by the technical committee during the technical bid stage
