Expression of Interest from Private Vocational Training Providers to provide Training Under the MSME RAMP Scheme

Objectives of RAMP Programme:

  • Improving access to market
  • Improving access to credit
  • Strengthening institutions and governance at the Centre and State and improving Centre-State Linkages.
  • Strengthening the receivables financing market for MSMEs
  • Addressing issues of delayed payments through online dispute resolution
  • Enhancing the effectiveness of the CGTMSE for greening investments and investments in women MSMEs.

Scope of Work

The scope of work to be undertaken by the Accredited VTP under KSDC will be as per the KSDC guidelines and changes in the same from time to time.

  1. The shortlisted Training Partner is to officially register as a Vocational Training Provider (VTP), also referred to as Training Partner (TP), on the skill mission portal (www.skillmission.karnataka.gov.in com) under the CMKKY Scheme, and comply with all requirements prescribed under the scheme.
  2. The shortlisted VTP shall undertake assessment of skill requirements and training needs of employees of micro enterprises in the identified districts and sectors, including identification of skill gaps, job role requirements, and up-skilling needs, in consultation with the KSDC, Directorate of MSME, and other relevant stakeholders.
  3. Based on the skill gap assessment, the VTP shall align and customize training programmes, curricula, and job roles to meet sector-specific and enterprise-specific requirements of micro units, in accordance with applicable CMKKY guidelines.
  4. The VTP shall mobilize and select candidates following comprehensive counseling, with essential support from the Client, in alignment with predetermined eligibility criteria.
  5. The selected VTP shall ensure thorough orientation and training of candidates regarding the project, associated Scheme(s), their benefits, the assessment process, certification and post-training opportunities prior to commencement of training.
  6. The VTP shall uphold a high-quality training environment, encompassing the provision of necessary physical infrastructure and equipment in accordance with CMKKY guidelines, aligned with the demand for specific job roles. The infrastructure shall be subject to verification and inspection by the District Skill Mission and needs to comply with the stipulated guidelines.
  7. VTP shall engage qualified Subject Matter Experts as Trainers for delivery of training programmes and ensure all trainers attain Training of Trainers (ToT) certification within 2 months of issuance of the work order.
  8. The VTP shall customize the course curriculum, participant handbook, and facilitator handbook tailored for theselected job rolesand aligned with sector-specific skill requirements.
  9. The VTP shall provide training to the candidates as per the skill requirements and training needs of employees of micro enterprises identified through the initial assessment process.
  10. Ensure timely assessment and certification processes in coordination with the KSDC and adherence to CMKKY guidelines.
  11. Maintain biometric-based attendance for trainees, trainers, and inspection teams visiting the Training Centre. Additionally, install and integrate CCTV surveillance systems as per KSDC specifications with the KSDC Data Centre.
  12. Adhere to established procedures for the allocation of targets, as well as for training, assessment, certification, following instructions issued by the Government and KSDC from time to time.
  13. Provide post-training handholding support, including facilitation of convergence with relevant skilling and MSME support schemes and continued engagement with micro enterprises
  14. Submit periodic reports to KSDC and the Department of Industries and Commerce detailing activities undertaken, interventions implemented, candidates trained, job roles covered, and related programme outcomes, as required from time to time.

Eligibility Criteria

For Private Vocational Training Providers

  1. The Organisation should have been in operation at least for the last 3 years.
  2. Should have Prior experience in providing skill training cumulatively to at least 30,000 candidates (through both STT /RPL) in the past 3 years. i.e. 2022-2023, 2023-24, 2024-2025.
  3. The average turnover of the organization during the last three financial years should be at least 2.5 Crores. i.e. 2022-2023, 2023-24, 2024-2025.
  4. Should have a valid Udyam Certificate, ISO Certificate, Own LMS, SOP for the training programs.
  5. Must be an NSDC/ KSDC Training Partner for a minimum of 3 years including 2024 – 25.
  6. The organization should have a minimum of 20 Training Centres across Karnataka
  7. The organization should have a minimum of 30 ToT certified trainers.

Eligible beneficiaries

Applicable to any candidate of Karnataka domicile who:

  • Preference to be given to Employees of Micro Enterprises of Karnataka.
  • The candidate shall Possesses an Aadhaar cardand Aadhaar-linked bank account.
  • The candidate shall fulfill the minimum educational and qualification requirements criteria related to Qualification, as defined by the respective Sector Skill Councils (SSCs) for the identified job roles as mentioned in the Model Curriculum.
