Name of Assignment: Engaging an Agency to Provide Vocational Training to Differently Abled Youth at the Museum Café

Dear Mr. /Ms.: Participating agencies.

  1. The Commissionerate for Welfare of the Differently Abled now invites online proposals to provide the following consulting services (hereinafter called “Services”): Selection of agency to operate and provide vocational training at museum of café on no-cost to Government Basis. More details on the Services are provided in the Terms of Reference (Section 4).
  2. This Tender process is governed by The Tamil Nadu Transparency in Tenders Act 1998 and The Tamil Nadu Transparency in Tenders Rules 2000 as amended from time to time.
  3. In case of any conflict between the terms and conditions in the Tender document and the Tamil Nadu Transparency in Tenders Act 1998 and The Tamil Nadu Transparency in Tenders Rules 2000, the Act and Rules shall prevail.
  4. The tender document includes the following documents:

Section 1 – Request for Proposals Letter

Section 2 - Instructions to Consultants and Data Sheet

Section 3 - Technical Proposal forms

Section 4 - Terms of Reference

Section 5 - Standard Forms of Contract (Time-Based)

  1. The consultant should submit the Technical Proposal through an e-procurement system.
  2. Details on the proposal’s submission date, time and address are provided in ITC.

The Agency or its joint venture should be 

  1. An institution registered under the Tamil Nadu societies Act 1975 (Tamil Nadu Act 27 of 1975) or
  2. A public Trust registered under any law inforce or
  3. Company registered under section 8 of the erstwhile Companies Act, 2013 or
  4. Any other Institution (Details of registration with the name of the Act) which may be recognized by the ministry for the purpose of this scheme.

 

 

 

 

 

 

Copy of valid registration.

The agency should be an institution registered under the RPWD Act, 2016

Copy    of    RPWD    Act,    2016 certificate.

The Agency should have qualified & sufficiently experienced staffs as indicated in the ToR in house or should be in a position to on board them for specific task.

Copy of CV’s or declaration to onboard staff if the contract is signed earlier.

The Agency should posess minimum 5 years of experience in working with similar assignments.

Short write up in not more than 2 page along with contract completion certificate or contract documents along with proof of final payment.

The financial annual turnover of the participating agency should be INR 15 Lakhs or more in each year of any of the 3 financial years out of 5 financial years indicated; FY 2020- 21, FY 2021-22, FY 2022-23, FY 2023-24 and FY 2024-25

 Financial audited statement duly certified by the chartered accountant.

The Agency must have a positive Net Profit in the last three financial years (2022-23, 2023-24 & 2024-25)

 

Copy of audited Balance Sheet and Profit and Loss statement duly certified by a chartered accountant

The    Agency    should    have    been enrolled  under  GST  and  should possess Valid GSTIN

Copy of valid registration.

  1. At least 3 years of proven experience in setting up and managing training centers, resource centers or educational institutions. [10 Points]
    1. For 0- 2.11 Years.                                                   [Nil]
    2. For 3 – 4.11 Years.                                                [05]
    3. For 5-6 Years.                                                         [08]
    4. For Above 6 Years.                                                 [10]
  2. Experience in Working with disability sector.[15 Points] (5 Points for Each assignment, maximum 15Points)
  3. Experience in working with Government or quasi government or quasi government [15 Points](5 Points for Each assignment, maximum 15 Points)
  4. Awards and achievements maximum 5 Points

Agencies shall submit a short writeup on their experience in the letter head along with supporting documents (Work orders / contracts / Work completion certificate / any other supporting document)

Total points for criterion (i): [45]

  1. Adequacy and quality of the proposed methodology, and work plan in response to the Terms of Reference:
    1. Technical Approach and Methodology [30 Points]
    2. Proposed Work Plan                            [25 Points]

[Notes to Consultant: the Client will assess whether the proposed methodology is clear, relevant to the TORs, work plan is realistic and implementable; overall team composition is balanced and has an appropriate skills mix; and the work plan has right input of Experts]

Total points for criterion (ii): 55
Total points for the two criteria: 100

The Minimum score to pass is 70 points.
