Expression of Interest (EoI) For Empanelment of Training Partner (TP) for Implementation of Skill Development Programs in Green Jobs and Hydrocarbon Sectors
1. Background and Purpose MSSDS, established in 2011 under the Societies Registration Act, functions as the nodal agency for planning, coordinating, and implementing skill development initiatives in Maharashtra. It operates under the Skills, Employment, Entrepreneurship & Innovation Department (SEEID). In alignment with India’s green energy transition and sustainability goals, MSSDS intends to strengthen workforce capacity in:

Green Jobs (renewable energy, energy storage, green construction, waste management, etc.)

Hydrocarbon Sector
Under this initiative (with funding support from MEDA), MSSDS plans to train 800 candidates across Maharashtra, with training, assessment, certification and placement to be completed by March 2026. The EoI seeks to empanel competent and credible Training Partners (TPs) to establish and operate training centres under the convergence scheme.
2. Key Objectives
The EoI aims to:

Establish training centres in Maharashtra for green hydrogen and green jobs sectors

Conduct NSQF-aligned skill development programs

Build a skilled workforce for clean energy and hydrocarbon industries

Enhance employability and provide industry-aligned competency development
-
Promote inclusion of women and transgender candidates

Address skilled manpower shortages in rural areas

Enable reskilling and upskilling of workforce
3. Financial Requirements
-
Tender Fee: ₹20,000 (non-refundable)
-
EMD: ₹2,00,000 (refundable, non-interest bearing)
-
Performance Bank Guarantee (PBG): 3% of work order value, valid for agreement period + 180 days
Failure to submit PBG or execute agreement leads to EMD forfeiture.
4. Evaluation Process
Stage 1: Test of Responsiveness
Verification of documentation and eligibility compliance.
Stage 2: Technical Evaluation (Total 100 Marks)

5. Scope of Work
Selected TPs must:

Establish and operate fixed training centres (minimum capacity: 60 candidates at a time)

Train 800 candidates in NSQF-aligned Green Jobs and Hydrocarbon roles
-
Conduct mobilization and counselling at own cost
-
Ensure Aadhaar-based registration and biometric attendance
-
Follow PMKUVA/Convergence Scheme guidelines
-
Submit fortnightly progress reports
-
Ensure ToT-certified trainers
-
Maintain prescribed infrastructure and equipment
-
Avoid franchise/subletting model
6. Training & Batch Norms

Batch size: 20–30 trainees
-
Minimum 75% attendance required
-
Curriculum aligned to NSQF, NOS, QPs

Mandatory practical and field exposure
-
Separate seats for women and transgender candidates
7. Assessment & Placement Obligations
-
Assessment by MSBSVET/NCVET-approved agencies

Minimum 75% placement required
-
Minimum three job opportunities per trainee

Placement must be sector-aligned

Salary not below statutory minimum wage

Placement within 1 month of course completion
-
6-month post-placement tracking mandatory
100% training payment linked to achieving minimum 75% placement.
8. Payment Terms (Outcome-Based)
Installment Structure:
-
30% – On batch commencement
-
30% – After training completion & certification
-
20% – After 3 months of placement proof (75% placement)
-
20% – After 6 months placement continuity
40% of training cost is outcome-linked.
