Scope of Work

Director of Tamil Nadu Academy of Construction (hereinafter referred as TAC) has proposed to identify Training Provider (TP) to provide Online skill up- gradation training in 40 skill courses to 50,000 Higher Education studied and now Studying Children of construction workers registered with Tamil Nadu Construction Workers Welfare Board (TNCWWB) to develop a skillful youth workforce.

About the Program
(A) The Tamil Nadu academy of Construction (TAC) aims to provide additional skills to the Children of registered construction workers through online skill training Program considering the opportunities for better employment in the digital era, which is presently facing a huge dearth of skilled manpower. It is also designed to prepare the students to become entrepreneurs in any sector.

(B) The applicant agencies need to broadly adhere to relevant guidelines of online skill training programs as lay down by TAC from time to time.

Details of the Assignment
As per the emphasizing future skills and Industry 4.0 standards, the Government of TAC aims to transform skill training delivery for registered construction workers and their dependents across all educational levels-including Secondary (10th), Senior Secondary (12th), ITI, Diploma, and Degree programs.

The TAC has conducted comprehensive research on application-based learning methodologies and is committed to enhancing knowledge and skill development for all workers and dependents to foster a deeper understanding of contemporary concepts. Historical educational approaches have created substantial gaps between industry requirements and classroom instruction resulting in critical challenges:

Skill Gap and Unemployment: The disparity between industry- required competencies and delivered education has created a significant skill gap, contributing to unemployment—one of India's most pressing challenges.

Limited Guidance and Resources: Students face limited resources and guidance when navigating diverse educational pathways. Construction worker dependents, in particular, require a comprehensive platform offering integrated knowledge, guidance, and practical exposure.

To address these challenges, TAC has implemented a Welfare Scheme providing comprehensive skill training to the dependents of registered construction workers through an online learning platform, enabling skill upgradation regardless of geographic location.

The online training platform is designed to be device-agnostic and accessible 24/7 from any internet-connected device. The curriculum is delivered through high-definition video lectures, enabling learners to progress at their own pace without requiring geographic relocation. This approach substantially benefits rural users by reducing travel time and associated costs.

It is also designed to prepare the students to become entrepreneurs in any sector.this program is designed to:
1. Enhance employability through industry-relevant skill development
2. Prepare candidates for entrepreneurial ventures across various sectors
3. Support professional advancement and career progression

(B) Program Scope and Implementation
The applicant agencies need to broadly adhere to relevant guidelines of online skill training programs as lay down by TAC from time to time.

Time line
The TAC expects the assignment should be completed within 7 to 8 months after issue of work order.

1. 

The Bidder should have at least one registered office or a skill training project or a site office in Tamil Nadu as on 31.01.2026

Copies of Address proof like GST Copy or Rental Agreement or Certificate of Incorporation EB or Telephone or Broad Band Bill copy or Work order or MOU shall be submitted.

       

2. 

Bidder should be a registered training firm with TNSDC or NSDC or TAC

 Certificate of Registration        

3. 

The bidder should be a company engaged in providing skill training for a period of at least three years

Necessary proof of documents to be produced (Work order given to the bidder by any State Government / Union Territory/ GoI to be enclosed)

       

4. 

Average annual turnover of the company for the last 3 years should not be less that Rs.20.0Crore (Rupees Twenty Crore)

Annual turnover audit report to be furnished separately for the year 2022-2023, 2023-2024, 2024- 2025.

       

5. 

The net-worth of the Bidders(s) should be positive as on 31st March 2025.

Certificate from Statutory Auditor/ CA with UDIN no. on net profit details as on 31st March 2025

       

6. 

The bidder must have a pool of Online Content Developers not less than 50 Employees as permanent employees on payroll as on 31.01.2026

ESI & EPF Document to be enclosed and certified by the Head of HR to be furnished along with application

       
7. The bidder should have experience in content development/digital delivery/training/educational & any allied services Copy of work order/Contract/agreement detailing scope        

8. 

Cumulative training capacity online/offline Mode in any state Govt./PSU department in the last three years average should be 20,000 per year Proof of documents to be submitted
